As Canada is a mixed economy, resources are allocated by the markets and government. Many services and resources have been provided by the government such as the maintenance of roads and other infrastructure, schools, hospitals, and national defense. (McBride 14) The Canadian government is in control of all these services because these services are public goods, which are non-rivalrous and non-excludable. For example, when a person builds a lighthouse. Iit is inevitable for other people using the light to avoid rocks because the person cannot stop people from seeing the light. The owner of the lighthouse will definitely feel it is unfair since he/she pays for the expense of building the lighthouse. (McBride 86) Furthermore, the value of public goods and services are often greater than twheat individuals couldan afford. As a result, the majority of individuals will not want to spend a fortune on providing the services for free because they just want to enjoy the services from others, which is known as the free-rider problem. (McBride 86) In this situation, the government takes a step forward and beis in charge of these services through collecting taxes.

Some public goods and services can be provided by individuals and businesses. However, there are more advantages for the government to provide the services instead of individuals and businesses. A
fores mentioned, not many individuals or businesses are willing to provide services such since it requires a hularge amount of money to provide public services. There areis not that manyuch competitions for these goods and services, which will increases the price for customers. If the services are provided by the individuals, the prices wilould be so high that not everyone canould afford them. The citizens uinder poverty wilould not have thbe abilitye to purchase the services. For example, the private hospitals/ clinics are way more expensive than the public ones. Also, there is a large group of qualified officers working together to organize and control the goods and services in the government. It would be more efficient for the government to provide the goods and services instead of various kinds of companies/individuals working independently. Therefore, it explicates that having the government providing goods and services is more efficient and lowers the goods and services prices for citizens.

In the USSR under communism, the government was in charge of everything. Stalin increased centralization in order to make industrialization successful. He set up a new policy and extremely high production figures for factories, aiming to increase
the production to the maximum. However, there were no unions or laws to protect the workers, who were willing to accept the lowest living standard. Stalin’s aim was successful, however, the Soviet leaders preferred producing poor quality goods in a short amount of time instead of producing high-quality goods. Besides this, all workers were expected to learn the newest machines in the factories quickly, which wereas not possible because the workers were lack ofed education. As a result, machines were ruined violently by the workers and the industry was run inefficiently. Furthermore, Stalin collected heavy taxes fronm peasants for industrialization, wso there peasants had to give up a large amounts of grains to the government. Also, peasants were forced to pay extra tax (about twenty percentage of their crops) in order to use agricultural machinery, which wereas stored in machine tractor stations. In the end, the Soviet Union suffered a severe famine, where millions of people died. From the case of USSR, the peasants were not given any human rights since they could only listen to the government. The government would not listen or even care about the citizens, which caused a total failure at the end.
