It is submitted that Para 2 of Punjab Finance Department Letter No.ADB/District Authorities/01, dated 20-09-2017, referred in your letterto and described the procedure tofor refunds of the unspent balance of deposit work by the works department to the District Authority at the end of financial year 2016-17 and its reauthorization in the next financial year. Whereas thisThis office already refundpreviously refunded the unspent balance amounting to Rs. 74.248(M) to your good office, vide thisvia office letter No.3175/G, dated: 23-06-2017, well before end of financial year 2016-17. Therefore, no question for demand of unspent balance is raised at this stage, when the development works are at an ongoing stage and contractor liabilities getting maturedare maturing.
