Before the Italian invasion on Ethiopia, Haile Selassie was working on his moderationmodernization program. He worked to create a modern, centralized bureaucracy by, giving each government ministry a separate office. Regular courts of law were established in 1921,; a first for Ethiopia. In 1922, the nation’s first two printing presses were in operation, soon creating the first Amharic newspaper. Electric generators and motor cars were brought to the capital, and telegraph and telephone services was proliferated. Prior to Selassie’s naming of the throne, everything was in a complete shambles because of the leadership before him. Taxes that waswere once extremely high waswere cut in half and made easier for importedimporting and exportedexporting of goods. There waswere three jails in the city where prisoners were treated horribly, being shackled to chains, starved and beaten. He outlawed the inhumane treatment of prisoners, merciless methods of capital punishment and other practices that he deemed remorseless.
